Good pacing
The balance between “this a dream, i cant believe anything here” and “I can sort of understand what's happening here” was very well picked. 
Makes me want to analyze what's happening
Is everything a dream since the beginning? We are probably not returning to reality in the end? Because the detective talks to his dead friend in the end. 
There was one particular scene with the parade which seemed deeply intertwined with japanese culture so I did not understand a lot. 
Very clean animation, not akira level detail but very solid.
I like most decisions what to explain and what to just presume.
Music was super fitting and nice.
